channel command restriction system

This is a feature that should enable staff to restrict a command to certain channels. There should be two modes: exclude and include.

when excluding: The command can be used in every channel except those listed when including: The command can only be used in the channel listed

It also has an array of channel ids that will be used differently depending on the mode

The filtering doesn't apply to admin and above. Also if the guild settings exclude a channel, but the specific command settings include it, the command can still be used in that channel. note: please prefix the command settings properties with _ so it doesn't interfere with command settings
