Can't kick users with blank userID

Describe the feature you'd like in detail Fix the moderation commands, a user cant be kicked if they have a blank username

Author comment: Apparently, for some reason, BulletBot isn't able to kick (and possibly) ban users who have a blank username, even if the userID is used.
