Add Message Deletion to Moderation commands

Is your feature request related to a problem? Please describe. In the CB server, we often delete messages of members for a rule infringement, but the user that sent the message never gets told why or doesn't even notice it.

Describe the feature you'd like in detail Message deletions should be an action a mod can take and that should be logged as a case. It should be possible to include multiple messages of the same person and in the database. Additionally (if megalog is enabled) it should also save links to the appropriate megalog logs to see what the messages actually were

Additional information/context It should not save the messages itself, because it would take a lot of space up with time.
