Update chocolatey things

Updated the README with the following changes:

The cinst command is being deprecated in the next version of Chocolatey CLI. Replaced it with the correct command.
Added a link to the carnac package page on the Chocolatey Community Repository.

@shiftkey I came here to make the same suggestion that is included in this PR. I know that there hasn't been any releases to Carnac for a while, but just yesterday we had folks asking about it on our Chocolatey Discord Server, so it is still being used.

With the cinst command being deprecated, I think getting this updated on the README is an important change. Thanks!
