Support automatic polling of RSS feeds and display them in channel

The bot should also allow you to set things like the feed name, poll time, how many posts to display, etc. Perhaps you could also optionally make it admin only so that only bot admins can add feeds for other users/channels, and have hardcoded caps so that folks can't set a feed to be polled every second when the lowest you can go is 60 seconds, etc.

I'd love to see this implemented into Cloudbot. I'd love to hear others' input on this to make this even better.
