Config REALLY REALLY needs a rewrite

The config reloading is broken, it's annoying to use, it has abysmal (AKA none) error handling, and changes to variables taken from the config propagate back to the internal config dict (it should be a very specific method to edit the config, you should not be just be able to edit the variables directly)

Rewrite this pile of shit.
