Add support for Empty States

Develop a standardized set of empty state components in Click-UI for consistent use across products.

Scope: Implement the following variants:

1. Empty state with icon (with and without buttons)
2. Empty state without icon (with and without buttons)
3. Empty state small variant (with and without buttons)
4. Empty grid state
5. Empty table state

The design can be found on Figma.
