Add resizable feature to flyout for enhanced dashboard editing

To improve the usability of the flyout component in Click-UI, introduce a new type of flyout that allows horizontal resizing. This will better accommodate users who are creating and editing complex dashboards.

Requirements:

1. Add new type of flyout, with drag-to-resize functionality for the flyout (horizontal resizing).
2. Persist the resized state for the session, so users don’t lose their preferences when navigating.
