/reload breaks NPCs and Citizens

Whenever I do /reload to reload the server, all my citizens vanish and any NPC commands I type just tell me to do /npc help for help, even if thats the command I do.

Its obviously a big issue as it is, but its even worse when this plugin doesn't have a built in reload or save... meaning we'd have to stop the server to implement a config change for ANY plugin.

There is a built in reload/save in /citizens save and /citizens reload (note that /citizens reload does not in itself save). Otherwise, that is a very strange issue indeed... are there any errors in server log?

Try to set economy to false, this fixed the problem on my server.
