Check if exporter-mq-service works fine when MQ is shut down

Depends on #16 Check, if there is something, that has to be down by the exporter, which works as mq service, when MQ itself if shut down.

If exporter is started and stoped automatically when the queue manager starts and stop, all work fine. But for other cases issues were started: #136 and #137
