[BUG] matching on some SCAP results does not find the template

Describe the bug Sometimes the IIS or Win11 or other matches do not happen. Need to track those and fix them in MSG template, API template and others.

To Reproduce Steps to reproduce the behavior:

  1. upload a SCAP
  2. it does not find the template to make a checklist

Expected behavior Always find the proper template
