"Set password for Admin" does not accept any password

When installing programs, for both Chocolatey and Winget, I get a popup with "Set password for Admin". When I enter the password for the currently logged in user, it says "Error setting password!". It does this for anything you put into the box. It refuses to continue with the installation.

Completely fresh install of windows 11. Nothing appears in the log, except Queueing [programname] from [package manager]

3. Click "Install/Upgrade Applications"
