Update target framework .NET Standard 2.0.

This is to switch the target framework to .NET Standard 2.0 to allow support for .NET Framework 4.6.1 and newer. Also, the benchmark and tests are converted over to .NET 6, as .NET Core 2.2 is no longer supported.
