Recovering translation submit to po after 0.9

cb_admin functionality to submit po files failed after upgrading to CB 0.9. It seems that simple bridge now returns request parameter values as binaries. This affect to translatable messages under orig and trans parameters.

Likely there are other cb_admin elements affected by the upgrade.

Since I try to keep cb_admin under a version criteria, there are some other changes oriented to bump versions.
