drag to resize div

Correct me if I'm wrong but I'm not sure this component can be achieved without css... (except for using iframes).
Do we consider using a base/essential css to achieve it?
@nikkialgar I think base css is necessary probably an inline one because I suppose it need to be calculated all the time the user drag the component
