For apps defined in exceptions: Horizontal scroll toggle does not work unless the corresponding Smooth checkmark is also enabled

Describe the bug | 问题描述 If for example, you have an exception app and you define it to have the horizontal scrolling toggle enabled, that toggle will NOT work unless the smooth option for that app is enabled too. The toggle should be able to be enabled and work without having to also click the smooth checkmark - i.e. I should be able to enable horizontal scrolling toggle for an app and at the same time have smoothing for it disabled.

Screenshots | 相关截图 image In this image you can see FL Studio is added as an exception app, and has horizontal scrolling toggle defined to work with Control key. This does NOT work unless smooth checkmark is also enabled for the same app. User should be able to enable the horizontal scroll toggle work whilst having smoothing disabled.
