feat: GDPR prompt

Would it be nice to have a GDPR Cookie Consent prompt and all those stuff.

I did a raw implementation on my blog; it could be tweaked, however feel free to take a look.

This is mandatory for users who chooses to use additional services (e.g. Disqus, GAnalytics...) in Europe, because GDPR must be agreed.

I would need this feature too. Maybe there is a way to integrate https://hugocodex.org/add-ons/cookie-consent/#manage-consent ?
