Global bot announcements

We should have a way to do broadcasts to all the bots. This would be a packet from sepal that the bot sends the message from

Make sure that this can be disabled on a per-bot basis for those people who do not like global announces.

I like the idea, but what would it be used for? I mean, most (if not all) users are in the Discord so if you need it so you can spread messages to users, I would just use the Discord. I don't see any other use cases for a message sent to all stream chats of CB users. But than, I might've overlooked something this can be used for.

@MrLotU We can't assume that every user is in one place. These would be used to announce issues, updates, and the similar.
