catalog start and end dates need to be expanded

Description

Catalog dates especially for irregular time series are not accurate. E.g. an end of 01JAN2021/IR-YEAR could mean there is a point on 31DEC2021 and the timewindow end is currently taken as 01JAN2021 instead of 31DEC2021

What I Did

User can specify timewindow in read_its and read_ts and ignore the date returned in catalog
