Bookmarks unclickable when bookmarks are docked to bottom

What happened?

hovering over them highlights the bookmark buttons, but clicking them does nothing

docking the bookmarks bar to the top allows them to be clicked

To reproduce: Settings->General-> Bookmarks Toolbar Position->Bottom

Same with version 6.6.3 under Windows 10 LTSC. When bookmark bar is set to bottom left click does nothing. Right click let you use "open as new tab" properly. ">>" menu does not work too.
