Config of browser.tabs.closeButtons stopped working

What happened?

The feature to hide/remove tab close buttons used to work, but it stopped working recently. Please restore the functionality. browser.tabs.closeButtons in about:config seems to do nothing now.

This is still happening in 6.5.5

This feature is still broken in 6.5.10. Toggling browser.tabs.closeButtons in about:config does nothing.
