Overflow Menu still broken

What happened?

I used to be able to move extensions from the toolbar into the overflow menu. As of the 6.0.x builds, I can no longer do this. I also cannot move the Extensions Icon off of the toolbar.

This is still happening with 6.5.4. I noticed that resizing the window sometimes shows icons.

Following https://github.com/BrowserWorks/Waterfox/issues/3174#issuecomment-1741802120 does not fix this.

I'm running into #3469 because I'm on a 4k monitor with 150% zoom. On 100% zoom the icons do show up.

Wow that was definitely it, I've been scratching my head about this for ages. Seems like a solvable problem now it's clearly identified and consistently reproduceable.
