d2l-primary-secondary: resizable=false mode screen reader issue

When the d2l-primary-secondary is in resizable=false mode, the message "Arrow left or right to adjust the size of the view panels" is read by screen readers even though using the arrow keys will not do anything when the template is not resizable.
