hierarchical-view-mixin: quick switch from parent to child can cause "Maximum call stack size exceeded" error

Quickly switching between parent and child (for example in the hierarchical-view demo clicking view 1 and 2b buttons very quickly on small display (seen in attached gif), or in menu navigating with left and right arrow keys quickly) can cause an infinite loop in __dispatchViewResize in the check if isActive and lead to a view not loading and maximum call stack size exceeded in console.

This happened prior to lit conversion and is not a regression. Low priority to fix.
