GoogleAuthenticator version bump from beta

3.3.0-beta is 7 months old with no reported issues, are we good to promote it to a full release?

@flytzen so .NET 6 apparently isn't included on their mac images by default so this test failed. GitHub Actions has a built-in action to install a given version of .NET, does AzDO also have that? Or do we need to utilize an install script manually?
