How do I install a php version?

How do I install php so it see my available php versions?

D:\GitHub\link-shortnr>php-ch set 7.1.0
Changing version to 7.1.0
Version 7.1.0 does not exist on local machine, checking if version is available on PHP Servers.
Version is present:  true
Found x64 version:  VC14-x64
Downloading from:  https://windows.php.net/downloads/releases/archives/php-7.1.0-Win32-VC14-x64.zip

And then what?
