Use Node 13 versions. I was still getting an error using Node 13.14.0 and I got a solution for it in https://stackoverflow.com/questions/58649677/node-error-resolve-url-loader-css-error. If you can't downgrade try using docker images for running the app. You could also use https://github.com/nvm-sh/nvm (nvm) for managing multiple node versions. (nvm for windows) https://github.com/coreybutler/nvm-windows .
