Highlight page navigation when within the section below the header, rather than just when header is in view

Describe the Bug

Page navigation highlight is only visible while the header is shown on screen.

Steps to Reproduce

1. Create a document with enough text that the header can leave the screen while scrolling.
2. Scroll past the header.
3. Highlight disappears

Expected Behaviour

Page navigation highlight stays highlighted while I'm reading the section under the last header.

Thanks @Ethan-BB, I've reclassified this to be a feature request rather than a bug, since it's not a bug in existing supported functionality but a difference to expectations and a desire for it to work a different way.
