Allow 2FA reset from UI

Describe the feature you'd like

Admin users should be able to perform 2FA reset for users from the web UI.

Describe the benefits this would bring to existing BookStack users

Users that are administrators and without access or knowledge to the BookStack infrastructure can reset 2FA for other users

Can the goal of this request already be achieved via other means?

2FA can be reset via the cli, but not all admin users may have access to perform this, thus needing to wait for a user with access to the instance to perform the reset via the cli.

This would allow admin users without access to the cli to reset 2FA for users
