Create Role that can manage users, and not assign Admin Role

Describe the feature you'd like We currently have over 20 admins, because we want Product Owners to be able to give permissions to the new members of their team... but we DONT want them to be able to assign Admin role, or any role that can manage Users or Roles.

Describe the benefits this feature would bring to BookStack users More security and "least privilege" for enterprise implementations.
