Add Say it Loud! Section

Say it Loud is our Transparency Statement. It is still in development but should live in .maintainers and summarized on the main site.

To Fix:

• [ ] @kjaymiller, @VeldaKiara - Write the transparency statement
• [ ] anyone - generate a positive summary of the statement focusing on our commitment to open sourcing our content and policies and openness to sharing with other organizations focused on extending the reach of the Python Community to historically excluded audiences.
