Update config.yaml for 3.21

This looks pretty good. 1 caveat. I need 3.20 to be listed in versions: while the release_version and devel_version are changed. This allows the 3.20 landing pages to be built one last time with the updated wording that it is a legacy release and not the current release. (roughtly around line 27)
