Double Mini Ubers & Black Soulstone Question

I mentioned this about 10 days ago on here: https://www.reddit.com/r/ProjectDiablo2/comments/1d3r4jj/mini_uber_izual_appeared_twice/

Mini ubers are appearing twice and they shouldn't be. I wouldn't complain about the extra organ set every time but I am now thinking it has impacted black soulstone dropping mechanics, as I haven't found one after 5 trist runs. I know this can be RNG but I thought I'd ask for an investigation before I continue ubering.

Is this with the current version which has ActiveUberQuest=0 in the config file?
