Command ranks sets to default values after server restart

Expected behavior

I expect that values don't set to default values after restart.

Observed/Actual behavior

Command values is on default values after restart.

Steps/models to reproduce

1. Go to /ob settings
2. Click on command ranks
3. Change permission
4. Restart server
