Ability to allow what island rank gets to fly?

Is your feature request related to a problem?

No.

Some player's of our server requested/voted upon the idea of getting an /ob setting added to allow what "trusted" Rank gets to fly. As they're experiencing people heading to their island and just flying where ever they please. Which can be annoying, in the eyes of a player.

Describe the solution you'd like.

I would like to get a setting added inside of /ob settings.

I have made an example "icon" of what it could/would look like in the menu: The icon could be feather as it's probably the closest thing to flying, outside of an elytra.

If possible, please hook into popular flight methods, such as Essentials and TempFly, which we use now!

Describe alternatives you've considered.

I've looked into Island Fly... however, we use a flight plugin to manage flight time for our player's... using Island Fly looks to override this basically doing nothing that we'd like.
