Allow for a reflection loader
Allow an opt-in reflection generator that will allow for inheritance in controller attributes/methods, those those edge cases that can't be caught by a pure Roslyn reader.
Turning out to be a lot harder than I thought due to how .net core load dependencies...
This would require the AspNetCore project to expand all references into it's bin during builds which defeats the purpose of a low impact generator and would require modifications outside of the client project.
This may be possible in netcoreapp3.0 due to https://docs.microsoft.com/en-us/dotnet/core/whats-new/dotnet-core-3-0#build-copies-dependencies Which will allow for reflection.
