The problem of user notifications too much delayed, missing, or duplicated

Describe the bug When the notification sending process is triggered to the user. Sometimes it never goes, sometimes it goes after 1 minute. Sometimes it goes after 2-3 minutes, sometimes it sends the same notification again 2 times, sometimes 3 times.

To Reproduce Steps to reproduce the behavior:

1. Trigger the api: https://api.omi.me/v2/integrations/{app_id}/notification?uid={uid}&message=TestMessage
2. Wait for the notification to arrive
3. You will see how much delay it has taken. You can see how many times it has been repeated and what the delays are by sending different notifications a few times.

Current behavior

• First I sent a message and waited for 1 minute and it didn't came.
• Then I sent another message and timed it. Exactly 2 minutes and 30 seconds later both the last message I sent and the message I sent before it came. But the last message I sent came twice

Expected behavior When the message sending process is triggered to the user, the notification should be sent only once within 10 seconds at the latest.
