hxldr16 for OS/2 16-bit

Hi.

Would it be possible to have an hxldr16.exe that works the same way as hxldr32.exe, that would essentially turn an MSDOS system into a mini OS/2 1.x system?

With no change required to any valid OS/2 1.x executable that doesn't exceed the capabilities that 16-bit HX provides.

Basically 16-bit HX would become the lowest common denominator for 16-bit OS/2 clones (assuming any actually exist).
