Thr lag comes from when players open storage units. I am not sure why it happens tbh, as it is 100% spigot's code. (in your case, purpur)
Does it happen on a testing server as well? Does it happen if you run Paper?
I tried to reproduce this issue but without luck, though I haven't really noticed performances issues lately. My guess is some kind of plugin or too many players opening chests. I'll try it again when I'll have some more free time
