Error 0xC0000135 and other similar errors

I hate to bother you, but I've got no idea what I'm doing wrong at this point. It's all built, I've got the .dll, I open Xenos and I get this error, then I open Extreme and I get a null error. My .Net Framework is updated to the latest version, I tried the fix where you put xinput1_4.dll into system32, I've got no idea what my issue is. Maybe because I'm on Windows 7, but it's x64, so there shouldn't be any problems here. Whatever I'm not understanding here or if I'm just an idiot please let me know, I'd appreciate whatever input you can give!
