Implement creation of Azure OpenAI service/deployment as part of bicep template

Currently we have the user manually create Azure OpenAI service, deployment and provide the api key as pre-requisites for the Lessons. It would be ideal to have the option to provision these components as part of the bicep template using azd cli.
