vs-bicep sanity testing: There is no "Bicep" entry under "Text Editor" setting

OS Version/SKU: Win11 24H2/Enterprise VS Version/SKU: 17.13.0 Preview 3.0 [35619.82.main] Bicep Build: 15853

Repro Steps:

  1. Lunch VS.
  2. Select "Tools -> Options"
  3. Check whether there is a "Bicep" entry under "Text Editor" setting.

Expect: There is a "Bicep" entry under "Text Editor" setting. Image

Actual: There is no "Bicep" entry under "Text Editor" setting. Image

More Info:

  1. This issue doesn't reproduce on 17.13.0 Preview 2.0 [35520.160.main] with released Bicep Extension or the latest main branch bicep build.
  2. Clicking the 'General' button reveals the 'Bicep' settings. Image

Verified this issue on 17.14.0 Preview 1.0 [35722.259.main] with the main branch build, it doesn't reproduce now.
