What should the installation instructions be for our C++ release notes?

Should we point folks to vcpkg install?

It currently has instructions to grab from source/git directly.

I'll take this up as a follow up to our Package Acquistion User Study. Based on what we've seen I believe it be better to switch it to a vcpkg add port or vcpkg install command.

If we are to have install instructions within our release notes, they need to be actionable. Re-opening.
