[Feature]: Az.CosmosDB to support protocol property disablelocalauth

Description of the new feature

Protocol model DisableLocalAuth

Objective : Ability to set DisableLocalAuth over CosmosDB account such that we can ensure that keys are not being used to access CosmosDB resource.

Proposed implementation details (optional)

Stitch the property with CRUD operation. ARM Template already supports it. Az Portal and Az Powershell do not support it yet.
