Microsoft.Resources SDK readme update
Description
Updating readme.md for Resources.SDK in Microsoft.Resources to generate SDK in-repo to prepare for migration to autorest 4.0. NOTE: The file deletions in Resources.SDK is expected. The SDK was regenerated using the new readme file in the repo. Not all cmdlets in Microsoft.Resources use the checked-in SDK, the new SDK is limited to only those specs that are actually used within the repo.

The failed checks seem to be related to autorest v4. My understanding was that that change would be made after this is merged.

We no longer accept the generated sdk by autorest csharp as I understand. I will follow up your case after the public holidays You can try to refer to https://github.com/Azure/azure-powershell/tree/main/src/Aks/Aks.Sdk#readme to use autorest.powershell to generate your sdk before we are back.

@msJinLei Az.Resources has not been migrated from autorest.csharp to autorest.powershell. I have verified the intergrity of generated module manually. @dolauli Could you please help review again?
