Clean up test config code added for SqlOptionsTests

Have added a lot of plumbing while adding tests fot SqlOptions - reading optional settings from host.json. Go through the code and remove the unnecessary/unused bits. Follow up item from https://github.com/Azure/azure-functions-sql-extension/pull/960
