Apply Network Security Group to Subnet

This updates the evaluation ARM template to also apply the network security group to the subnet created on the virtual network.

This is required to comply with some security policies.

Sorry for getting to this just now @richardwhiuk. It seems this change makes the use of NSGs mandatory now. Can we make this so that it is optional?
