Need to add Jumpbox on Workload Spoke for AKS

Describe the enhancement AKS needs a jump box on the same vnet as the cluster. Bastion may not work if the cluster is on a different subnet. if we are using a VM in a hub network, we need to set up Virtual network peering for the cluster. Creating a VM in the same VNET as the AKS cluster is the easiest option.
