When deploying AKS to AzGov, get an error on Policy Definition Not Found

Describe the bug When deploying AKS to AzGov, get an error on Policy Definition Not Found and gives this error:

{\\r\\n \\\"error\\\": {\\r\\n \\\"code\\\": \\\"PolicyDefinitionNotFound\\\",\\r\\n \\\"message\\\": \\\"The policy assignment create request is invalid. The policy definition '/providers/Microsoft.Authorization/policyDefinitions/64def556-fbad-4622-930e-72d1d5589bf5' could not be found.\\\"\\r\\n }

To Reproduce Steps to reproduce the behavior:

1. Run platform hub/3 spoke with AKS Enclave or AKS WL Spoke
2. See the error

Expected behavior Deployment is supposed to work without this error
