Add Logging Policy Set to Platform deployments by default

Describe the bug As part of the deployment of a platform, to follow SCCA controls, we will need to assign various policy sets. One is logging.

To Reproduce Steps to reproduce the behavior:

1. Platform modules do not assign a policy for logging

Expected behavior When deploying a platform, the logging policy set should be assigned at the Operation Tier Sub.
